Qualifications:

Knowledge, Skills, and Abilities

  • In depth knowledge of construction purchasing requirements.
  • Knowledge of purchasing standards and policies procedures as it relates to construction industry and general purchasing.
  • Supply chain management skills.
  • Highly developed organizational skills are essential.
  • Ability to work both independently and in a multi-task team environment.
  • Strong computer skills and a thorough knowledge of MS Office, particularly Excel and Word at an intermediate level, are required.
  • Excellent communication skills.
  • Excellent negotiation skills.
  • Ability to manage and mentor large multi-faceted teams.
  • Complete understanding and application of principles, theories, concepts, and industry practices and standards.

Experience/ Qualifications

  • Minimum of 10 years’ experience in a Purchasing and Subcontracts capacity within the Construction Industry (heavy civils preferred), Degree qualified.
  • Certified Professional Purchaser (C.P.P.) designation or registration in the educational program of the Purchasing Management Association of Canada is desirable.

Special Conditions

  • Individuals may be required to travel within Canada and elsewhere as directed.
Duties:

Responsible for managing the procurement and subcontracts departments, the Procurement/Subcontract Manager oversees planning, developing and buying materials, parts, supplies, equipment and services in a timely and cost-effective manner, in accordance with the project schedule while maintaining appropriate contractual compliance, quality standards and specifications.

Responsibilities also involve providing guidance, mentorship, and training to the procurement and subcontract teams to ensure that timelines are achieved, products are received in a timely manner, progress applications are made in accordance with agreed contractual terms, and subcontracts, purchase orders and change orders are placed with appropriate terms.
