  • Minimum of twelve (12) years progressive experience in a dynamic business environment, including hands on involvement in contract formation, category management, contract management and project procurement, ideally in a complex construction environment.
  • Former hydropower/hydroelectric industry experience is a pre-requirement for this position.
  • Degree in a relevant discipline such as Engineering, Geosciences, Environment, Business, Law, and/or Finance.
  • Experience in Heavy Civil Structural-Civil Geotechnical disciplines is a pre-requirement for this position.

  • Is accountable for leading onsite Managers and supporting the services of major Engineering Service Providers to the Project.  manages and provides strong leadership to a team of staff consisting of Construction Contract Managers and unionized Contract Clerical.
  • Brings hands on sourcing and contracting experience, knowledge and business acumen to the supply chain process of planning, strategy and business case development, spend analysis, contracting plan, contract formation, negotiation, award, conforming contracts and contract management.
  • Understands different procurement models and methodologies and their applications.
  • Defines/monitors/forecasts/reports on applicable contract milestones to ensure on time deliverables are scheduled.
  • Reviews sourcing documents to ensure maximum probability of successful management of the associated formed contract.
  • Develops department budgets and resource capacities to meet client demands and spend forecasts.
  • Provides advice and guidance on contract related issues to management and client/stakeholders.
  • Acts as BC Hydro's Representative and becomes accountable for ensuring the completion of contract work in an orderly and timely manner and in accordance with the terms and conditions in the contract; controls scope of work and costs; responsible for issuing Change Directives and Preliminary Change Instructions, negotiates Change Orders and Change Requests; provides guidance on disputes between Hydro and contractors.   • Has the capacity and capability to carry the role of "Hydro's Representative" who has the authority to represent BC Hydro contractually and authorize invoice payments, change orders, etc. within the terms of internal financial and operational authority limits.
  • Reviews and provides expert level of opinions on procurement related risk management issues.
  • Manages contract performance ensuring plans, metrics, and monitoring tools are in place to ensure quality, delivery, compliance to specifications, price, ethics and overall business conditions are met.
  • May support and help to lead the management of construction work and major contracts.
  • Provides guidance to Project Managers and Directors on high risk, high impact construction components.
  • Supports and leads Constructability and Biddability Reviews.
  • Manages the implementation of the project within agreed upon scope, timeline and budget, using a high level of judgment in the assessment, planning and execution of very complex, high risk, high profile construction projects. The failure to deliver could have significant cost, safety or reputational impacts for BC Hydro.
  • Ensures that resources with appropriate skill sets are provided by soliciting and calling upon managers within the organization who will supply the resources; assigns work and provides instructions, advice and technical leadership and guidance to those resources on a daily basis as required on the Site(s); provides advice and guidance to Project Managers or Directors regarding constructability and construction management issues; reviews work in progress and assesses completed work for accuracy, required results and quality assurance.
  • Manages and coordinates the relationships with direct reports, facility managers, contractors, project teams.
  • Ensures that site specific user requirements in the Project Plan will be delivered.
  • Provides input to the public consultation process as it pertains to construction site activities and issues.
  • Investigates and analyzes challenging or unusual problems of a construction nature, develops alternative solutions, evaluates risks and applies innovative solutions to problems.
  • Initiates and manages industrial and safety programs on site; represents BC Hydro to all internal and external parties on site.
  • Provides leadership with the construction industry (including trade unions and contractors, Construction Services), vendors and other stakeholders on any and all construction related issues as an enterprise representative of BC Hydro.
  • Provides technical direction to contractors and others on the site and assistance relating to the engineering development and design of assigned projects.
